How the ecosystem works
One institution, four arms.
Founded and led from Lagos, Legum combines regulatory advisory, executive education, policy research, community development and convening into a single ecosystem. Each arm strengthens the others: advisory work generates the intelligence that powers research, research shapes the curriculum, the curriculum builds the practitioners, and every engagement deepens the institutional knowledge base that makes the next one faster.

Chioma Iheagwara
Founder & Chief Executive Officer, Legum Limited
A fintech and regulatory lawyer with cross-jurisdictional experience across Africa, Europe and North America, Chioma founded and leads Legum to close the gap she encountered repeatedly in practice: capable financial businesses held back not by regulation, but by the operational capacity to meet it. She serves concurrently as Head of Compliance at a cross-border fintech operating across West Africa and Europe. That work keeps Legum's advisory practice anchored in live regulatory reality rather than commentary. Her focus spans licensing, AML/CFT, data protection, payments and digital-asset regulation.
Institutional approach

Legum is deliberately structured as an institution rather than a practice. The Compliance Institute is scoped as a separate entity with its own governance constitution and programme portfolio. The Policy Lab publishes independently. Impact Programs are designed for community ownership from inception. Reducing founder dependency is treated as a named strategic priority, addressed through documented methodology, a consultant partner network, and institutional knowledge assets that make the work reproducible.
